Dependants
- Spouse or long-term partner
- Children under the age of 18
- Unmarried, financially dependent children over 18
- Dependent parents and grandparents of main applicant or spouse
- Adult children with certified disability
Financial requirements:
- €500,000 net worth, of which €150,000 must be in financial assets, OR
- €650,000 net worth, of which €75,000 must be in financial assets
Eligibility Criteria
- Must be over 18 years of age
- Must have clean criminal record
- Must be a third-country national (not EU, EEA, or Swiss)
- Not benefiting from other Maltese residency or citizenship schemes
- Must have stable and regular resources to support themselves and dependants
- Possession of valid travel documents
- Pass a strict 4-tier due diligence process

Key 2025 Reforms Summary
- Temporary Residence Permit issued for 1 year after background checks and biometrics
- Unified Government Contribution of €37,000 (regardless of renting or purchasing property)
- Government Administration Fee: €60,000
- €15,000 (non-refundable, due on submission)
- €45,000 (payable post-approval in principle)
- No additional government contribution for spouse or children under 18
- Other dependants (adult children, parents): €7,500 per person
- Mandatory €2,000 donation to a Maltese NGO
- Residency card fee:
- €100 per residency card
- Processing time: 4–6 months
- Biometrics required once
- No minimum stay required
- New Licensing Authority: Residency Malta Agency (replacing Agenzija Komunità Malta)
