Malta Permanent Residence Programme

For those who are not interested in, or coming from countries that don’t accept dual citizenship, Malta launched the Malta Permanent Residence Programme (MPRP). By virtue of Legal Notice 121 of 2021, the Programme allows for the granting of permanent residency in Malta by a certificate of permanent residence to individuals and their families who contribute to the economy of Malta.

Eligibility Criteria

  • Must be a third country national and is not an EU, EEA or Swiss national or a national from a sanctioned country;
  • Not benefit under any other relevant Malta government scheme;
  • In receipt of stable resources to maintain himself and dependants without recourse to the Maltese social assistance system;
  • In possession of a valid travel document;
  • Option 1: €500,000 total, €150,000 in financial assets
  • Option 2: €650,000 total, €75,000 in financial assets
  • Pass a strict 4-tier due diligence test.

Dependants

  • the spouse of the main applicant;
  • a child, including an adopted child, of the main applicant or of his spouse who is less than eighteen years of age;
  • a child, including an adopted child, of the main applicant or of his spouse, who is over eighteen years of age, not married, and principally dependant on the main applicant;
  • a parent or grandparent of the main applicant or of his spouse, who is principally dependant on the main applicant;
  • an adult child of the main applicant or of the spouse, who has been certified by a recognized medical professional/Authority as having a disability in terms of the Equal Opportunities.

Rent Property Option

  • Option 1 – Renting of Property – Government Administration Fee €50,000 Main Applicant (€15,000 non-refundable with application and €35,000 payable within two months after letter of approval in principle)
  • Additional Dependents €10,000 per dependent
  • Spouse, Children, Parents-in-law Grandparents (payable within two months after letter of approval in principle)
  • Government Contribution €60,000 (renting of property)
  • Donation to an NGO €2,000
  • Renting of property €14,000 South or North
  • Health Insurance Basic Health Insurance all applicants – Residency Card €27.50 per card per capita

Purchase Property Option

  • Option 2: Purchasing of Property – Government Administratioin Fee €50,000 Main Applicant (€15,000 non-refundable with application and €35,000 after letter of approval in principle)
  • Additional Dependents €10,000 per dependent (€5,000 non-refundable with application
  • Spouse, Chiildren, Parents-in-law and Grandparents – the rest after approval in principle)
  • Government Contribution €30,000 (purchasing of property)
  • Donation to an NGO €2,000 – Purchasing of property €375,000 South or North
  • Health Insurance Basic Health Insurance all applicants – Residency Card €27.50 per card per capita

Important Information

  • Important Information: – To hold property rented/purchased for a period of five years;
  • Dependent adult children up to 28 years of age can apply (not married / financially dependent on main applicant);
  • To pay rent or purchase of property, health insurance and donation AFTER APPROVAL ONLY;
  • To be eligible to apply – main applicant should possess a minimum of €500,000 arising outside of Malta (€350,000 property/other assets & €150,000 liquidity/financial assets) or €650,000 of which €575,000 in assets and €75,000 in liquidity/fiinancial assets. This will not be retained by the Residency Malta Agency but it is just to show that applicant/s are financially sound;
  • Processing time 6-8 months;
  • No minimum stay requirements. Applicants are required to travel for biometrics only;
  • After five years, applicant/s can purchase or rent a property at a lower cost;
