Malta Permanent Residence Programme

The Malta Permanent Residence Programme (MPRP) grants permanent residency to third-country nationals and their families in return for a financial contribution and investment in Malta. This programme is especially relevant for individuals from countries that do not allow dual citizenship.

Legal Basis

  • Legal Notice 146 of 2025 (effective for applications submitted on or after 1 January 2025)

Key 2025 Reforms Summary

  • Temporary Residence Permit issued for 1 year after background checks and biometrics
  • Unified Government Contribution of €37,000 (regardless of renting or purchasing property)
  • Government Administration Fee: €60,000
    • €15,000 (non-refundable, due on submission)
    • €45,000 (payable post-approval in principle)
    • No additional government contribution for spouse or children under 18
    • Other dependants (adult children, parents): €7,500 per person
    • Mandatory €2,000 donation to a Maltese NGO
  • Residency card fee:
    • €27.50 for temporary 1-year card
    • €137.50 for 5-year permanent card
  • Processing time: 4–6 months
  • Biometrics required once
  • No minimum stay required
  • New Licensing Authority: Residency Malta Agency (replacing Agenzija Komunità Malta)

Eligibility Criteria

  • Must be a third-country national (not EU, EEA, or Swiss)
  • Not benefiting from other Maltese residency or citizenship schemes
  • Must have stable and regular resources to support themselves and dependants
  • Possession of valid travel documents
  • Pass a strict 4-tier due diligence process
  • Financial requirements:
    • €500,000 net worth, of which €150,000 must be in financial assets, OR
    • €650,000 net worth, of which €75,000 must be in financial assets

Dependants

  • Spouse or long-term partner
  • Children under the age of 18
  • Unmarried, financially dependent children over 18
  • Dependent parents and grandparents of main applicant or spouse
  • Adult children with certified disability

Month 1

  • Prepare and submit application
  • Pay initial €15,000 non-refundable fee
  • Undergo background checks and biometrics

Months 4-6

  • Receive temporary residence permit (optional)
  • Application reviewed and, if successful, approved in principle

Post-Approval

  • Pay remaining €45,000 administration fee
  • Pay €37,000 government contribution
  • Pay €2,000 NGO donation
  • Acquire qualifying property (rent or purchase)
  • Acquire health insurance
  • Collect Permanent Residence Cards for all family members

Qualifying Property

  • Minimum rental: €14,000/year (North or South Malta)
  • Minimum purchase: €375,000 (North or South Malta)

New Flexibility in Property Use

  • Purchased properties may now be leased out once the Approval in Principle is issued.
  • This is currently limited to properties located in Special Designated Areas (SDAs) and is applicable only to applicants whose applications were submitted on or after 1 January 2025.
  • Tenants (renters) may sublet after 5 years, subject to landlord consent and agency notification.
  • Licensed real estate agents must maintain a log of all leasing or subletting activities and submit this if requested by the Residency Malta Agency.
