Malta Individual Investor Programme (IIP)

The Individual Investor Programme is regulated by Legal Notice 47 of 2014 and allows for the granting of citizenship by a certificate of naturalisation to individuals and their families who contribute to the economic and social development of Malta. Subject to a stringent vetting and diligence process, including thorough background checks, the applicants and their dependants are granted citizenship in exchange for such contribution. A Maltese passport offers visa-free access to 173 countries, and as a stable country, Malta is being seen as a safe haven for individuals, families, business owners and investors.

Eligibility Criteria

  • The main applicant must be at least 18 years of age;
  • In possession of a valid travel document;
  • Submit application via accredited IIP agent;
  • Provide proof of having been a resident of Malta for a period of 12 months preceding the issuing of a certificate of naturalization;
  • Have a Global Health Insurance coverage for the main applicant and each of the dependants.

Dependants

  • Spouse – in a monogamous marriage or in another relationship having the same or similar status to marriage;
  • Dependants of 18 years of age and under;
  • Dependants between the age of 18 and 26 years of age, who are not married and who are wholly supported by the main applicant and form part of the household; and
  • Dependants over the age of 55 years (e.g. parents), who are wholly supported by and who form part of the household of the main applicant.

Month 1-2

Prepare initial forms and supporting documents.

Visit Malta to submit e-residency card application.

Months 3-4

Prepare application and supporting documents.

Submit citizenship application.

Months 5-10

Application processing and due diligence.

Application approved in principle.

Months 11-14

Make contribution within 30 days.

Purchase / rent property.

Invest in Government Bonds.

Purchase health insurance.

Months 15-16

Visit Malta to take oaths;

Citizenship certificate and passport issued.

Investment Required

  • The acquisition of real estate with a minimum value of EUR 350,000 to be held for at least 5 years; or
  • Lease a residential immovable property in Malta for a period of 5 years, at an annual rent of at least EUR 16,000; and
  • Make a contribution to the National Development and Social Fund;
  • An investment in stocks, bonds or special purpose vehicles to be identified by Identity Malta, for a minimum value of EUR 150,000 to be held for a minimum period of 5 years.
  • €650,000 for the main applicant
  • €25,000 for the spouse
  • €25,000 for each and every child below 18 years of age
  • €50,000 for each and every dependant unmarried child between 18 and 26 years of age
  • €50,000 for each and every dependant parent above 55 years of age
  • Due Diligence Fees:
    • €7,500 for the main applicant
    • €5,000 for spouse
    • €3,000 for each and every child between 13 and 18 years of age
    • €5,000 for each and every dependant unmarried child between 18 and 26 years of age
    • €5,000 for each and every dependant parent above 55 years of age
    • Passport Fees: €500 per person
    • Bank Charges Fees: €200 per application
